AlexRenew – RiverRenew Tunnel Project

The RiverRenew Tunnel Project is a two-mile long, 12-foot diameter tunnel located in Alexandria, VA. When completed, the tunnel system will capture millions of gallons of combined sewage from four existing outfalls each year and transport them to the AlexRenew Treatment Plant, with the project also including the half-mile long, 6-foot diameter Hooffs Run Interceptor to capture combined sewage before discharge into Four Mile Run. Illest Environmental delivers comprehensive environmental management services for every aspect of the tunnel project, acting as a key partner to the design-builder by providing environmental compliance management, erosion and sediment control, SWPPP implementation and inspections, hazardous waste excavation support, hazardous waste characterization and management, noise and vibration monitoring, modeling, and control solutions, along with the planning, monitoring, and coordination necessary to maintain regulatory compliance and protect surrounding communities. From initial excavation through final construction, our team oversees all environmental aspects of the work, conducts ongoing inspections and assessments, proactively identifies and mitigates environmental risks, and works closely with project stakeholders to keep construction compliant, minimize impacts, and maintain project schedule.

DC Water – Northeast Boundary Tunnel Project

The DC Water Northeast Boundary Tunnel (NEBT) Project is a 5-mile long, 23-foot diameter tunnel located in the heart of Washington, DC, built to address chronic flooding from the sewer system after heavy precipitation by connecting to the existing sewer network. Once completed, the NEBT will reduce combined sewer overflows to the Anacostia River by 98%. Illest Environmental provides comprehensive field noise and vibration monitoring services and innovative solutions on behalf of the design-builder —data analysis and customized reporting that help the design-build team manage noise and vibration impacts, mitigate risk, and maintain compliance and project timelines throughout the project lifecycle. This proactive approach helps the team stay ahead of potential exceedances, maintain construction schedule, and keep the NEBT in compliance with environmental regulations from excavation through final tie-in.

Amtrak B&P Tunnel Replacement — South Approach Packages A & B

The B&P Tunnel Replacement Program is a major infrastructure initiative led by Amtrak to modernize and replace the aging Baltimore & Potomac Tunnel. Illest Environmental supports the South Approach Packages, which include tunnel access construction, ventilation facilities, utility relocations, and associated infrastructure improvements within a densely populated urban environment where minimizing impacts to surrounding communities is critical. Illest Environmental provides comprehensive noise and vibration engineering services throughout both pre-construction and construction — developing Noise and Vibration Control Plans, deploying and managing real-time monitoring systems across surface and underground tunnel environments, and preparing periodic reports with corrective action recommendations. Through continuous monitoring, adaptive mitigation strategies, and responsive technical support, Illest helps deliver one of Amtrak's most significant infrastructure investments with confidence, compliance, and community stewardship.

Francis Scott Key Bridge Rebuild — Phase 1

The Francis Scott Key Bridge Rebuild is one of the nation's most significant transportation infrastructure projects, restoring a critical freight and commuter corridor across the Patapsco River following the collapse of the original bridge. The project includes demolition of the remaining structure and construction of a new, resilient crossing approximately 2.7 miles in length, featuring elevated approach structures, a long-span main bridge on steel pipe pile foundations ranging from roughly 60 to 200 feet, and temporary pile-supported trestles to facilitate marine construction. Illest Environmental serves as the project's noise and vibration engineering consultant, providing planning, monitoring, and compliance support throughout pre-construction and construction — from desktop impact assessments and sensitive receptor mapping to real-time monitoring with automated alerts and complaint-response investigations. By combining engineering expertise with real-time monitoring technology, Illest helps the project team proactively manage environmental impacts, maintain regulatory compliance, and build trust with the surrounding community as construction proceeds. Our adaptive approach allows construction operations to proceed efficiently while minimizing noise and vibration impacts on nearby residents, businesses, and critical infrastructure, even as the project moves through embankment reconstruction and roadway improvements.

DC Water Potomac River Tunnel Project

The Potomac River Tunnel Project is a critical component of DC Water's Clean Rivers Program, designed to significantly reduce combined sewer overflows into the Potomac River while improving the reliability and resilience of the District's wastewater infrastructure. The project involves construction of a large-diameter deep tunnel and associated shafts in a highly urbanized environment, requiring close coordination to protect nearby residents, businesses, historic structures, and critical infrastructure. Illest Environmental serves as the project's Noise and Vibration Control Specialist (NVCS), providing full-time leadership for noise and vibration compliance throughout construction — maintaining the Noise and Vibration Monitoring and Control Plan, overseeing periodic monitoring at sensitive receptors and critical infrastructure, and holding field authority to recommend adjustments to construction means and mitigation. Through proactive compliance management and close collaboration with stakeholders, Illest helps protect surrounding communities and keep one of the nation's most complex underground infrastructure projects progressing safely and efficiently.
